Lingkaran Luar Butterworth (Penang) Sdn Bhd is the concessionaire for the Lebuhraya Lingkaran Luar Butterworth (BORR). The shareholding was 100% held by Rayston Consortium Sdn Bhd. The Company has a 30-year concession on the Lebuhraya Lingkaran Luar Butterworth (BORR).
Construction of the Lebuhraya Lingkaran Luar Butterworth (BORR) commenced in 2002 when a concession agreement was signed on 1997 with the Ministry of Works representing the Government of Malaysia.
Lebuhraya Lingkaran Luar Butterworth (BORR) starts at Km 0.0 at Jalan Baru, proceeds to Jalan Prai, crosses Sungai Prai on the elevated bridge at Prai end and is connected across the river at Jalan Bagan Dalam. BORR goes North crossing existing Jalan Pantai before skirting the coastline of Pantai Bersih. BORR goes Eastward at Km 10.175 overlapping with Jalan Sungai Puyu. At Km 10.875 BORR assumed new alignment and terminates at Km 13.975, in the vicinity of the Sungai Dua interchange of North-South Expressway. Total Length of BORR is 18.925 km comprising (a) Toll Plazas and RSA – Perai Toll Plaza at Km 1.875 with 12 vehicles lane including 2 electronic lanes. Bagan Ajam Toll Plaza at Km 8.625 with 16 vehicles lane including 2 electronic lanes, RSA located beside Bagan Ajam Toll Plaza. Sungai Nyior Toll Plaza at Km 1.2 of Butterworth-Kulim Expressway with 16 vehicles lane including 2 electronic lanes and lay-by. (b) Butterworth-Kulim Expressway – existing dual three lanes highway which starts at Km 0.0, at NBCT Interchange and end at Km 5.0 (end of BORR limits). Handed over to Concessionaire for operation and maintenance.
