Route/Interchanges : Subang Jaya – Bangsar / Kuchai LamaThe 19.6km New Pantai Expressway (NPE) is an important alternative to the Federal Highway Routes II for regular commuters plying between Bangsar and Subang Jaya/Sunway. NPE has 3 major links radiating from its main toll plaza (comprising of 3 different toll plazas) and administrative office in Pantai Dalam heading towards:
(i) Jalan Bangsar and Kuala Lumpur City Center
(ii) Kuchai Lama / KL-Seremban Highway
(iii) Subang Jaya / Bandar Sunway
NPE is a mainly dual three-lane carriageway between Subang Jaya and the Kuala Lumpur-Seremban Highway, and between the Federal Highway Route II at Petaling Jaya Selatan and Taman Medan. The link towards Bangsar through Pantai Dalam and Jalan Bangsar is a dual two lane carriageway between It provides road users an alternative route from Subang Jaya to Bangsar/Kuchai Lama which shortens travelling distance and time. NPE has 8 interchanges, 29 bridges, 2 underpasses and served by three toll plazas located at Pantai Dalam, PJS2 and PJS5. Key landmark along NPE is Sunway Resort which includes Sunway Pyramid and Sunway Lagoon.
The concession to build, operate and maintain the highway was awarded to New Pantai Expressway Sdn Bhd, a subsidiary of IJM Corporation. The project was originally awarded to Maxtro Engineering Sdn Bhd, a subsidiary of the Berjaya Group, but it stalled and Tetuan Road Builder Holding Berhad (which later merged with IJM Corporation) came in as a ‘white knight’.
The new concessionaire made some changes on the original alignment, the western end of which originally ended at Bulatan Jengka (the Jengka Roundabout) in Subang Jaya. It put in over RM145.5 million of additional work to improve alignment connectivity to Jalan Tujuan in Subang Jaya. The original design had also skirted around Maju Jaya Lake near the Sunway area. The new alignment took the road parallel to the Penchala River and enabled motorists to maintain speed of about 70km per hour. The new concessionaire also reduced the number of toll plaza from Kuchai to Bangsar from two to one. Even with these changes to the original design, the expressway was completed within 36 months.
During construction, the concessionaire temporarily relocated 2,000 squatters in Pantai Dalam while building them 980 low-cost apartments close to their settlement. There former squatters were then entitled to purchase the apartment at a subsidised price of RM42,000 each.
The NPE has 10 interchanges, 29 bridges and two underpasses and three toll plazas located at Pantai Dalam, PJS2 and PJS 5. On 13 February 2009, the PJS2 toll for Kuala Lumpur-bound traffic stopped collecting toll and was subsequently dismantled. This was at the request of the government following complaints from nearby residents who had no alternative route in a Kuala Lumpur-bound direction and were thus compelled to pay toll too frequently.
On Constructing the NPE
Various innovative methods were employed in the construction of the New Pantai Expressway from 2001 to 2004. Caissons 30to 40 metres deep, which secure the 10-15 metre high pier for the elevated section of the expressway, were hand-dug and the cemented cross-heads laid on top of the piers were pre-cast off-site. These measures reduce traffic disruption on those parts of the expressway’s alignment that were existing roads, such as the Old Klang Road. They also minimised costs, an important consideration as the budget for construction was fixed 10 years before the highway was completed.
